Maybe because kids don't really build it even if they play chess (ok, Mental skill is probably built from chess), and there are so few obvious ways to build Logic without chess/reading. Not even sure what they use it for, except possibly doing better in school?
I find that the observatory (giant telescope) builds logic really fast, and you have a chance of getting the special space prints to either use as decor or sell to make extra Simoleons (good for my broke Sims). As you get higher in skill you can take microscopic samples of different collectibles, then run those through the microscope to get prints. (I have an arts and science center where I have both the telescope and microscope along with a lot of skill items; I'll send my entire family there and everyone can work on a different skill at the same time, and since they're on the same lot it's easy for me to switch back and forth.)
My least favorite skill is Mischief -- it just feels so mean to me and I don't like to be that mean. That and Herbalism (because it's so tedious) are probably the only two skills I really don't care for; other skills are tedious but I actually do enjoy them more.
