Yes, they can, however EA seems to want their Sims games being able to run on potato PC's, so that's the only real reason it's holding this game back.
When they don't focus too much on low end systems they can do it, but I don't think it will ever happen because they will alienate a fairly big part of their target audience too if they decide to go 'all in'.
The Sims 3 had a very amazing concept with the open world, and I still miss it dearly, however it came with it's fare share of problems too. Instead of correcting the problems and improving upon the systems with the next game (Sims 4), they just got rid of everything that was causing the game to load slow and lag.. Same goes for CAST. 'Oh it was making the game so slow, so just cut it'.
If they really want SOME kind of progression after the Sims 4, they have to at least come up with open neighborhoods without ANY loadingscreen within them and add real story progression back.
Personally I can live with a 'closed' world but I see (fully) open neighborhoods as a must.
But hey, who knows, maybe the Sims 5 will be a mobile only game, like developers love nowadays. Same keeps happening to MMO's. (My dear Aion :( ) They announce next games and it's mobile only. It's just .. ugh.
