Rotational first I think, because when I am playing a rotational save it will hold my interest for several months, while single households saves get boring after a few weeks.
My current rotational main save is an extended family legacy with extra occult houses on the side. My focus is family play first, silliness/whimsy second, occults third.
And I am a very slow completionist. I have goals for my main save of eventually finishing all the careers and aspirations, but only one with each sim. Plus the family and silliness focus tends to distract from reaching any goals in a hurry.
