What would you do with CAW?

I don’t think you guys have to worry about CAW being too complicated if it ever comes. TS4 has always traded off the ability to customize in favor of ease of access. If CAW became a thing, rest assured that the number of ways you could edit a world will be quite limited compared to previous games. It might even be pared down to several pre-determined combinations considering the devs have limited art assets to invest in. Free placement of lots, public structures and decorations will not be possible since the overview map cannot reflect those changes. At the very least, you might be able to pick world size and terrain paint and not much else. Pretty easy to pull off for the devs and a welcome addition for players requesting more lot space.
