Does CAS count? If I want romance in my game, I create a married or engaged couple in CAS and pretend they had dates at some point.
Dates feel like a chore to me, so my sims only have them when their aspiration compels them, and then usually at a café or bar. Restaurants would be the more obvious choice, but too buggy and unpredictable, it's always a game of pure chance whether my sims will ever get served or not.
Maybe a few locations specifically geared to romance could make dates interesting to me. If I ever get My Wedding Stories, that's what I'm going to build in Tartosa.
