I'm scared 👀 to go that high, but I want to.
How many households can the game have in favorites/ hearts before the game starts culling your favorites? ☺
I don't know how many hpuseholds I have, but I have all worlds except the StarWars (which is not residential anyway) and Ravenwood. 99,9% of the lots in all worlds are occupied, some community lots, but also some rental units. So the number of "hearted" households in my game must be way above 100. I play them all with story progression off, and never had any household being culled. I do not pay much attention to NPC households because I already have enough to fill say community lots. But in addition to my avtively played households, I frequently observe EA sims who I never played walking by as NPC or serving bars etc. Some of those have been around since the game was pretty new, but there are also many that I do not recognize.
Must add that I use no Mod that controls my population. With MCCC etc things might work differently.
PS: My computer is low-end and 8(?) years old, but eith a couple hundred GB free space on harddrive, which might matter. I think culling might be more active if the free space or RAM is lacking.

I play my game like you.
I have had one sim from my favorites culled since I bought the game in 2014/15. She was the ghost mother of twin sisters that I created in the sims 3, Anya and Felisha. It was my fault because I didn't pay attention to the urn as much back then and she was wisped away. Anya and Felisha's dad died by me. I deleted him because his ghost wife was no longer active in my game, this was maybe 3 yrs ago. It wasn't a traditional death obviously. Anya and Felisha are adult mothers/wives in my game's save right now and both have huge families stored in my favorites.
I play with ageing off and I age my sims gradually with their storylines and life accomplishments. I have never gone to 299 sims in my favorites/hearts households. I have culled my own households at times because I felt that they were boring and that I would never get to playing them. I always replenish the sims that I cull from my favorites with new sims that I create, they are all part of my sims stories and lives.
I don't use MCCC so I depend on a custom story progression for my favorite/hearted households. No one dies in those households while playing in that progression...for me yet. The NPC and un-played households are all subject to death and disaster with normal story progression on for them. The game needs to cull some sims...just not mine!
I have noticed NPC ghost and un-played households getting culled often in my game and that is fine for me!
edit: I have deleted many NPC's and un-played households from my game in general because of their fashion choices...only for the game to generate more weirdos. They always come back...

Miataplaysome NPC sims are immortal, “weirdo” in San Myshuno is one of them. City repairman (near the electrical boxes) and Mime performer (gold body) are immortal too.
In aging on, they will stay forever. If you delete them, the game will create new. So the best way is to edit them in CAS to get preferred visual and fashion choice.
However, the game created more than one weirdo and not stop even you have enough (unless use bienchen’s mod to stop it (addon in Townieoverhaul_lessfame)
