I normally use the name generator. When I do, I click as many times until I see a name I like.
Within my game I try to have names that I feel match a Sims personality and looks as well, though that's of course based on personal associations with people I have met in real life.
Then I also try and have names match other names in their family. When sims have kids I often think "would this sim name their child this?". For example, I once had a tomboy-looking woman name their twin daughters Billie and Bobbie because those are gender-neutral and non-girly names. When I have twins or multiples in my game I match the names too.
With siblings I always match spelling of names, because I don't think parents would name their kids "Allyson and Katelin" but rather "Allison and Katelin" or "Allyson and Katelyn".
And I also name kids after their great-great-so-on-grandparents and other family members from earlier generations.
