When is Blooming Rooms Kit going free?

In an article on https://www.ea.com/ titled "The all-new EA app for Mac" it states: "In the coming weeks, EA app players on both Mac and PC will receive The Sims 4™ Blooming Rooms Kit! Delight your Sims in a lush, soothing atmosphere of growth all around with unexpected leafy details and natural beauty." The article is implying that the Kit will be going free. However, it has been over a month and the Kit still has not gone free. I have checked everyday, but it always costs R74.99 (South African Rands) instead of R0.00. I have seen many other people on YouTube and Reddit complaining about the same thing. Is it actually going to go free, or was everybody mistaken? And if it is going free, then when will this happen?
