When usually do you use this Vampiric Fascination?

Recently, my vampire man sim got a girlfriend. He has this ability but he doesn't need to use this for his girlfriend, because she always welcome his romantic interactions. Most of the time, she visits him every night in flirty mood. :D

    I have used it twice for story reasons. The first time was when a young timid vampire Aline charmed Caleb (although I played it so that as a more powerful vampire Caleb wasn't charmed, but just playing along) and the second time was when Caleb charmed vampire hunter Darrel.

    1. Charming any potential victim then asking for permission to drink ftom them.
    2. Charming celebrities. Even global superstars like Judith Ward will fall for that and this way you skip the celebrity introductions part.

    If my vamp sim tries to use this power for other victim, will the romance relationship start or not? Because I don't want him to get 2 girlfriends.
