I just learned that the grade of fullness seems to be random. Normally my sim can dive twice, but now there were occasions when she could only dive once before the dumpster got empty. Might depend on what she pulled out (don't think it was anything real big though), the lot category (maybe a restaurant is assumed to produce more garbage than say a park), or it might be totally random.
My sim was able to dive more than 2 times in a row when she went dumpster diving. I didn't count but it was maybe like six times?
