How about introducing a new "culture system" altogether? I'd like to imagine the main interface of this being under the Simology panel, like, a new section called "Influences", or "Culture", or something. It would contain a Sim's place of origin (like Mua Pel'am, Sulani), political view, traits that were gained from earlier life states (like Bad Manners from Parenthood; also, the traits section needs some decluttering), favorites (music, weather, movie genre, etc.), cultural background/knowledge (where the aforementioned cultural skills would be found), and other similar stuff.
