Where are the food stands in San Myshuno?

My sim (who lives in Penthouse in Fashion District) went downstairs and found 2 vendors with no food stands. They are gone? Is this normal for them to come and go? I thought food stands were alwa...

The food stalls come and go, sometimes they're there and other times they're not.
