Where are the food stands in San Myshuno?

normally there is supposed to be 2 stands of some kind and tables to eat at i think
but they change around quite often
but at last switch my game spawned none too and sims just kept gathering to stand around
I do suspect its because of romance festival that took place just before this started happening though
game keeps probably clearing for it/ the stalls just never came back so maybe it will fix itself by next romance festival probably
if not shall start looking for ways to fix it
