Is that really the reason? I think its less likely that you care about the ToS and EA being taken advantage of and more that you're upset because you couldnt download something behind a paywall.
But anyway, whether they investigate it or not they dont do anything about it so reporting it would just be a waste of your time. It would be like going down to your local police station to report a pedastrian for crossing on a red light. Luckily we arent forced to buy anything from anyone so my advice would just be to stay away from those creators if you dont want to give them any money
