One of my new favorite places to propose is the public area behind Judith Ward's house (in most people's games -- I have my Arts and Science Center on that lot). It overlooks Del Sol Valley and is really a lovely spot. Only problem is the paparazzi and crazy fans can shatter the mood, if your Sims are the famous type. :/
