She is found in the community gardens in Willow Creek and Oasis Springs.
She showed up! But her name is Ruby Swanson and she's an elder. It still says she's a challenge coordinator though. So I guess it's ok? :#

The MC Comnand Center mod is causing her to have a different name and age. She will still work correctly in the game though and have the right interactions for the challenge, even though she has a different name/age.
