Yes, though if you drag the whole stack it moves the whole stack to the sim you dragged it to. If you want to only move part of the stack you have to expand the stack first, then drag one at a time.
You can also drag and drop them from one sims inventory onto another sim itself, in the world. I just like to use the portraits because you don't have to move the camera around to actually find the other sim when you do that.
