I was thinking about doing something similar (great minds think alike!) but unfortunately I don't think it's possible to stop sims spawning in community lots. I've had sims spawn randomly in the communal areas of Forgotten Hollow when they don't live there. Just a few days ago one of my Windenburg sims showed up in Forgotten Hollow.
The closest thing I can think of is how Strangerville's possessed sims aren't supposed to spawn in other areas so you MIGHT be able to get away with it in that world if you own the pack, but I haven't used it very much yet so I can't be sure.
I think a mod is probably your best bet.
