I repurposed one of the houses in Strangerville. I have created one Matron to run the place, and 3 inmates, all with the erratic trait. Here they are taking a nap. I thought putting them in simple white gowns would make them stick out like a sore thumb if they are walking around town. The matron is wearing a maid's cc outfit and a headdress from City Living so I can easily pick her out from all the other female sims wearing the maid's outfit.

I locked all doors and gates so that only the Matron can get out, but who knows whether it will make a difference to whether or not I catch the inmates walking around. I also gave the lot the Private Dwelling trait to deter visitors. I haven't used Strangerville at all in this save, except for deleting a few houses and changing others to Generic to stop the game spawning residents so I'm hoping that will help as well.
