There's really no rule for this. I use all of the community lots.
I really need to make a point of sending them out of the house and neighborhood more often when they have families though. I've gotten into a habit of having them be homebodies with their families lately.
I have a lot of community lots and I need to use them. I should randomly pick a new location at least once each "weekend". I know some of them have different schedules.
