Vampires has a cooler residential world, and the vamps themselves are very well done. They're fun to play with, much more fun than normal sims, without being too OP...unless you want an OP super-vamp. You can customize their powers and weaknesses to fit your own favorite kind of vampire, or have each individual vampire's powers and weaknesses reflect their personality...plus, you can do some serious Jekyll and Hyde stuff with the dark forms. Also, all of the Gothic/Victorian-inspired stuff is to die for...no pun intended...
Realm of Magic is just O.K. by comparison. The residential world is kind of meh, the magic realm is 98% set-dressing, and casters are pretty fun...but not nearly as deep as vampires. It's not a terrible pack, because magic is still fun and you can have some good scenarios come out of it, but aside from the magic system, it's no great shakes. Lots of fun decor for people who like more Art Nuveau-inspired architecture and furniture, though...especially the stained glass...so much stained glass...
So, I guess it comes down to whether you like a deep and well-developed power system and Victorian/Gothic stuff or a light magic system and Art Nuveau stuff.
