She's an F student, which means she's failing school. And her needs at the time of the argument are making her plumbob orange/red. Odds are there were two things that triggered a check from the game (the grades and the needs) about intervention from the social worker and as one had not been cleared up before the second check, that's what triggered it, not the argument.
Since I suspected that it was her grades was the reason and this took a few days, I had her father help her with her homework so she was at the top of her grades when she was removed from her home
