Teens can go to nightclubs bars etc in Sims 4 and they can live on their own in Sims 4. Some of the custom jobs are at night that a teen can do too, Bouncers unlike in real life for clubs aren't checking ids and they are there more or less to allow celebrities into a place rather than tell teens they are too young to come in.
As much as I miss curfew in Sims 4 with actual consequences with the cops bringing them home I don't really think it would work in Sims 4.
