Kids who are not in a car, not with an adult or not indoors can and do get arrested, and it's been that way since I was a teen (which was long before The Sims.) In any case, I hated it in S3 - my teen would be out jogging or coming home from a part-time job or studying with a friend, and bam! she'd get hauled back to the house and get a lecture from the parents. I'm glad it's optional in S4 - I never use it.
That would be completely impractical in my city of about 2 million people. The police have better things to do with their already limited time. We do however have volunteers who hang around in places that teenagers might hang out and get in dangerous situations. It's called "mum/dad/buddy-on-the-town".
In Sims I don't think I would have any use for it either. I don't play that strictly according to the time of day, because everything is so buggy anyway. Plus, it's fun to have no restrictions.
