Sims 3 had subways. Introduced with Nightlife, I believe.
As for getting them in Sims 4, much like cars, I'm not sure what the point would be. It's another feature that I'm either/or with. If they brought them back, I'd be fine with it, but if I had my choice I'd want a feature that actually added to the game. Not just another thing to click to get to a loading screen. Now, if we had open worlds, yes, very much so. But, I don't see much point in Sims 4 for them.
