It's not at all unusual for first year uni students here to be 17 when they start uni.
I also understand if one wanted to rent a house or apartment not belonging to the University - people need to be 21 in the USA and hotels, B&B's, etc
What weird rules.
I was renting a flat, on my own, at 19, I could have easily been doing so at 18.
As the game tends to follow the laws of USAWhich is part of what makes it all horribly unrealistic to many of us who do not live in the US.
But it explains why college students have to stay in dorms at USA Universities until they are 21to live near their University.Nope, it doesn't explain it.
Here in Oz, many students live in rented housing, without being one of the primary names on the lease. If 6 people share a house, only 2 of the have to be on the lease.
