Yeah, I think it's just one of those things that are ambiguous enough that you can go with whatever you want - everything from adopted siblings to distant cousins to housemates. In my game, he was from a troubled family, knew Makoa since they're both often out on the water, and Makoa took him in when he learned that Duane was at the point of running away.
