Let me try and answer some of your questions:
Luna has always been a bit loony. She’s the only one in the town who sees and talks to ghosts.
Siobhan and Ulrike never liked each other. Siobhan thinks Ulrike is trash and Ulrike thinks Siobhan is a snob. Not sure if that’s motive enough for murder.
Ulrike doesn’t have any association with the Villareal family. She doesn’t remember when she last saw Siobhan.
Happening in Windenberg. You can rule out her parents and sister.
Side note, the Landgraabs are another large crime family but they live elsewhere. (They didn’t do it, just thought I’d mention)
