I don't think Bjorn was involved, I think this is simply the biggest case he has had, and he is inexperienced.
However, I do wonder if whoever is behind this would know that Bjorn would do a bad job, thus encouraging people to demand change and a new Mayor. I have a feeling that if we knew who the new Mayor would be, we would be closer to solving this case.
