I'm trying the Making Money scenario, and thought it would be fun to have my super flirty sim (Scarlet) try to seduce Emit Relevart. They are now good friends.
Honestly, I am going to wait about a week before I post how successful I was or wasn't, as I don't want to spoil other's attempts by my results. I will encourage others to try it out though.
I have had 2 of my sims be romantic with him...each had his babies...good looking ones at that!

After a lot of kissing and more passionate events, Emit now has ties to this place in time he can never leave behind. Livia had twins.
As a devoted father Emit helped out. (Well a little, he has some special coding that makes him tricky to interact with outside of the quest.)

May be late to reply, but I think his special code comes from his trait, trait.IsEmit. He's immortal while he has this NPC trait too if I remember right. (I may check later in my next play session)
If you want him to be a normal sim, just remove this with a cheat code or mod. But I'm not sure if it has any side effect to do this. So, if you're happy about the current situation, you don't have to remove it.
Anyway, your family is so cute! I'm always glad to see Emit get much love from players!
He was easy for my sim, but maybe because she has a lot of charisma. Her baby will be a teen soon, but sadly he doesn't have blue hair .
