Possibly because the Harry Potter characters were pre-teen/teenagers, not children? That makes sense to me.
I think I'm a minority (I usually am, these days) but I pleased they can't do magic, to be honest. I just don't feel that it would work the same way it does for the teen + sims.
It should not work the same way it does for teens and adults, at least when it would be up to m. They don't need to be adults in miniature size. It should be appropriate for their age. Spell that are less harmful, useful to play or help to get better grades. And I think it could have been like fame, where kids can get some fame but the higher levels are not available yet.
And you have a point about Harry Potter characters being teens. In the first two books/ films they are children. Everything after that is more teenagers
