That's a ridiculous argument. When Harry Potter was 12 he didn't have a career or woohoo either, but Hogwarts wasn't exactly populated with adult wizards, was it?
Children should be able to do magic. If only, because people have been asking them consistently to add it. It's one of the few things most simmers can agree on - at least of the ones that love magic in their games.
The only reason they can't is that it would've cost more to animate it. That's all.
