Are there stories about magical children? Sure. Are there also stories about unlocking magical potential in adolescence? Absolutely, including some biggies like A Wizard of Earthsea, where Ged could meddle clumsily as a child, but not even begin to understand his power until he was Named, until he was, yes, a Teen. Sabrina can live with her aunties and cousin Ambrose, but her witch heritage is closed to her until she has the choice of accepting it, at age 16, as a Teen. TS4 is one of those stories. Teens can learn magic. Children can't yet.
It is human anatomy and development of the brain does not reach any form of maturity really until around 16 - so lore would follow that as well in humanoids anyway. I could see it different in Fairies or undead or other type of character but in humanoids the development needs to reach a beginning maturity - with growth of the individual slowing down so the brain could develop that potential. If they have a brain and grow like humans the body itself is going to have to meet the same development before powers could even start to develop and be controllable. 16 is the same stage of life major operations on human have to wait for to do most because of the anatomy of the developing humanoid body and brain. The brain is considered still in growth state up to 16 - then in improving itself and maturing between 16-25. So truthfully if there was magic it would follow that same process at least in a humanoid that is just like us - just having magical tendencies would be the only difference which would be no different then any other tendency that tends to run in families.
Technically Charmed kids and Harry Potter does not make sense in humanoids and how the human body functions and grows.
While that is one school of thought, the Sims has never really been based on science, there is also the belief that children have a stronger psychic and spiritual ability than adults as they their minds are more open to external spiritual forces as they have not learned yet that they shouldn't exist. It depends greatly if you want to look at magic as scientific or spiritual. For every movie where witches have to start as a teen there's one where they exist as kids. Tabitha on Bewitched used powers at a very young age and in Halloween Town, Marmie needs to use her powers before she turns 13 or she'll lose them forever.
