I personally think it's too late in the series to add cars. Sims 2 had them by the second expansion pack. Sims 3 had them in the base game. I think anyone who's been around a while just grew used to their sims having their own car, and thinks it's weird that they don't have them in this version of the game. It does feel off that they don't have them. I don't feel they need cars. Cars would be nice. I've heard them say there's no point since the world isn't open, but The Sims 2 was less open than The Sims 3 and that didn't stop them from adding cars in Nightlife (literally the second expansion pack). It would make sense that they would have added cars long before four years into the game, but they didn't, so I don't think there's a point in adding them. It would be a huge overhaul to add garages to lots that weren't designed for garages. Builders would enjoy the challenge, but players like myself who suck at building would find it a hassle.
