I think a lot of the features were just limited by the nature of Sims 4's engine/capabilities. There is no real way to interact with your neighbors unless you specifically go into their "lot" apartment and that takes eons to load and can be really frustrating. The festivals were pretty much disappointment and honestly the only one I occasionally go to is the Romance or Spice festival.
There isn't anything separating the difference between San Myshuno and any of the other neighborhoods, except backdrops and noisy neighbors. I did like the clothing/hair stuff in this pack esp since a lot of it has quite a bit of racial variety (indian, chinese style looking clothes, possibly more that I didn't recognize in terms of the nationality origin). I also quite enjoyed the lot traits feature, but I felt like certain traits didn't meet up to their potential. I rather do like the careers, if only because we can do work at home which I think is a nice feature.
Each to their own and all that, but I wasn't very excited for City Living in the first place, and it just didn't really exceed my expectations. I got decent stuff out of it, but very little gameplay variety.
