I have this issue. I get it's supposed to be a diverse city and that's great, but it's almost doing the opposite. There are no white or African American Sims being spawned there. I've had to edit a few townies in cas.
As for the pack, I'm enjoying it. It's added some life to my game, but I'm glad I bought it on sale for £15. I can enjoy it for what it is, whereas if I'd gotten it full price I would've felt ripped off.
