Why does starting a new save force you into CAS?

Have the gurus ever justified why this limiting decision was implemented? It's inflexible and based on the assumption that everyone wants to create a new sim for their game. Starting a new save sho...

yes at this point it would be better to just start in the world menu first, as mentioned I also prefer to set up my world before bothering with CAS
