I think/wish that making multi-purpose lots will be a reality before sims 4 ends...
For the rest, either it's not that relevant to me or i don't think that would be posible to implement in the game by now...
But i feel your pain and understand perfectly your position: adding more content won't fix core issues!
In my experience, i have been able to fix with mods the issues that i have with sims 4. So i think that for people that can do the same as me, the game really gets much more complete and fun with more content.
