Why is 90% of all auto-generated townies Japanese with blonde hair??

It was like that in a game for a long time, but in my mature save, it seems to have swung back around with alot of caucasion names on the new townies. I tend to purge random sims about once a game month so maybe it helps to clear out the randoms.
