Same for me and I always thought the hugeness of my lot might be to blame (like what they need is there, but they find themselves too far from it)... but since you observed they can be right next to it and still ignore it, I don't know anymore.
I too like elanor tend to not worry about it, since no pet ever died or anything - one of them did ran away a couple times, but I'm not even sure it's related to his needs, he has all the traits to make him pretty wild...
