Why is she wearing this?

I'm doing the Strangerville mystery so my Sim went to the local bar in Strangerville and found townie Summer Holiday looking like this. This is not one of her 5 outfits, and I turned off all situational outfits with MCCC. How could she still be wearing this outfit?

    For some reason I caught bella wearing this outfit at odd times before an update on her.

    In my game, she is also always dressed like that..
