I generally have to direct my sims to do their homework, otherwise they either do it outside in the snow, and generally they tend to avoid doing it. In one of my families, I had twins, there was a homework mixup and I couldn't interact with the homework, once I put it in world I was able to fix it. Maybe try buying new homework? You might need to repair as suggested by others. Hope you find a solution.
