I think the making her in CAS and aging her down is where the toddler probably lost it. When she ages up to teen, she can go ask the sages, but she'll have to go there like a "normal" sim.
A possible way around it would be to make another spellcaster in the household, but leave them as a teen/adult (they don't even have to be related) and then have them give the toddler their glimmerstone as a friendly gift. Then split them from the house and release them into Unplayed Households Not in World. Other than being an acquaintance of the family, they will be off to do their own thing.
