What @Bluebeard45 said. I don't know if that's the problem in your case, but I once downloaded a house from the gallery and they had used moveobjects on. My sim refused to use the kitchen counters and would only prepare food over the bathroom sink. I tried deleting things and rearranging, enlarging the house, but I never could get that house to work.
You might try temporarily deleting the cabinets directly over that counter space and test again to see if that's the problem.
