Why YA and Teen cant have romantic interactions?
why is it? or why no between 2 sims than are girlfriends? How to enable it and avoid romance decay?

I think she means when two people are already together as teens and one ages up. It's like two kids who are 17 and dating then one 17 becomes 18 and all of the sudden they know nothing of each other.
Pink bar still continue here, but no romantic interactions
Then when players play with long lifespan (or custom lifespan) it will make decay that pink bar over time
