Will collecting water make non-off the grid sinks function on off the grid lots?

Since this post mentioned water collection, I found a rustic water well cloned from a dew collector. I can't seem to get water out of the well (never tried using a dew collector yet, but I should to see if my sims can have the "collect water" function from it.
Do the dew collectors automatically generate water without interaction?

It's giving me ideas to want to make a sunflower function as a solar panel. LOL. Or maybe a light-gathering crystal that would fit in a more medieval or mystical setting.
