With the exception of Toddlers and Children, any skills a sim currently has will stay with them as they age up to the next age level.
Toddler skill will not carry over, and the same for Children unless they have already gained all 10 of the Child Skills and have started on the skills Teens have.

Children have 4 Skills that they need to learn if they gain all 10 skills they can start, those adult skills that will carry over.
Mental - Fishing, Logic, Video, Gaming
Social - Charisma, Mischief
Creativity - Piano, Violin
Motor - None
Children can learn right away the Vampire Lore Skill by reading the book.
