Will the rats, roaches, and leaking pipes ever stop? (Resolved w/Mod! Updated Orig Post.)

You'd think that "if" you upgraded the fixer upper that it would increase the property value in the building and be able to remove those negative traits. Kind of like doing a flip in real life. :/
