Will Vampires be able to work magic?

This is an important question to me, since I honestly can't fathom why Vampires, Mermaids, or Aliens wouldn't be able to learn magic any more than I can fathom why you can't make occult hybrids.. ...

So a vampire can't become a spellcaster. But what if a spellcaster gets bitten by a vampire?
