As for playing with aging off (I do), I think several birthdays would naturally pass before time to age up. For example, from toddler to kid could be seven (give or take) years. If a season is seven days (one week) then one year would be four sim weeks. So, every four weeks a birthday would happen. I would turn little Bobby from a toddler to a kid and after seven years to a teen, etc. etc, etc.
If you have two kids, Bobby and Sally but, in your head, Sally is two years older than Bobby, now you can keep track of when to age who up.
Many people seemed to be asking the same questions and I've been wondering the same things.
I also use aging off. Perhaps, the best compromise would be to allow the players to designate their own birthdays for preexisting Sims. I hope that is the option that they went with, instead of practically an entire town celebrating on the same day. It seems to make the most sense that they would allow the player to choose. After all, that's supposed to be the purpose of the calendar, yeah?
